Because there are two related jurisdictions to be served: land and soil.
As an Alaska State Superior Court Justice I serve the national (soil) jurisdiction of Alaska.
As a Postal District 3 Court Judge, I serve the international (land) jurisdiction of Alaska.
BTW— I am not and never claimed to be an “Alaska Supreme Court Judge” — retired or otherwise.
