Since they look for the RESIDENT, you can show them this pic with definition of “State” and tell them that you’re not a resident of D.C. or possessions of the United States (AKA resident of the State of….)

And if they still give you a ticket, you can send it back with the wording “REFUSED FOR CAUSE” with the pic attached showing their definition of State, which is evidence of NONRESIDENCY.
